DVD Guidelines

Who may submit programs to CTV for airing?

Producers are residents who have completed the CTV video production course(s) and become certified to use CTV equipment and facilities to produce programs for CTV. They are entitled to submit programs for airing on CTV.

Also, any other resident of New Haven, Hamden or West Haven may submit a program to CTV for airing, but may not use CTV equipment and facilities to create that program.  Non-residents also may submit programs, but are required to obtain a "sponsor" in order to do so. A sponsor is any resident of New Haven, Hamden or West Haven. Only one sponsor per program is allowed.

Residents (and producers), and sponsors are entitled to submit only one program per week, which may air for an hour each week for up to four weeks. The program may be a single issue or may be part of a series that airs in 13-week reserved time-slots. The producer may keep that time slot indefinitely if no other producer requests it. A new program must be submitted every four weeks. A time slot will be lost if a new program is not submitted after four consecutive showings of the last program submitted. (A half hour program is entitled to two airings per week to make up the hour each producer/sponsor is entitled to. However, the four-week rule still applies, whether or not the program has aired eight times.)

CTV will act as temporary sponsor to introduce a program to the community, but will only continue that program if a sponsor can be enlisted.

TECHNICAL GUIDELINES FOR DVD SUBMISSION

Citizens Television provides airtime to community producers of programs on an equitable basis and strives to protect and enhance the public’s First Amendment rights. While Citizens Television can exert no editorial control over content of productions submitted, we reserve the right to determine if a program may be aired when it fails  to meet technical quality
 standards and submission
specifications.

Any producer or sponsor submitting a program for cable-play at CTV
must observe the following technical guidelines: 

DVD Submission:

  • Program DVDs must be submitted a minimum of seven (7) days prior to their scheduled cablecast date and time and comply with the guidelines listed below.
  • Friday, Saturday and Sunday programs must be submitted two (2) Thursdays prior to air date by 12pm.

 DVD Technical Guidelines:

  • DVDs shall contain a single program per disc, no chapters and will “Play at Start”
  • A (2) two second black lead time and 10-30 seconds of black at program end.
  • No Countdowns or Color Bars at program start and no Blu-Ray Discs
  • Program Title - Producer Name - Air Date and Exact Program Running Time need to be PRINTED CLEARLY & LEGIBLY on the DVD itself.
  • DVDs shall be submitted in individual full size plastic “Jewel Cases”
  • Maximum  program run times: 1/2 hr show=28min 30sec, 1 hr show = 58min 30sec
  • DVDs must be DVD-R
  • All DVD's must have a continuous video signal with proper audio and video signal levels. 
    CTV reserves the right to prevent or suspend playing of any program with poor audio or video signals.
  • DVD's that are not correctly labeled and timed will not be played.
  • DVD's submitted after the specified period will not play until the next scheduled play date. An archived DVD will be used in its place if there is one available.  However, CTV reserves the right to play an entirely different program in that time slot       

 Program Pick-Up:

Program DVDs will be archived in the CTV library for up to 60 days and made available for producers or sponsors to pick-up during regular CTV office hours.

 Standard Program Disclaimers On Your DVD

“Citizens Television may not and does not
 exercise any editorial control over any production
 on its channels except those specifically produced by CTV.”

Programs cablecast on Citizens Television which contain excessively violent material, excessive adult language, nudity or sexually explicit material shall carry the following disclaimer at the beginning and near the middle of the program:

 “This program contains material that may not be
suitable for all viewers. Parental discretion is advised.”

 FAILURE TO INCLUDE DISCLAIMERS MAY RESULT IN A PRODUCTION
 BEING REMOVED FROM THE PLAYLIST.
